The EPA is cutting a path for electric cars to be accepted by car owners. Bad mouthing combustion engines will make electric cars look good. Even though the EMF radiation from electric motors is more cancer causing than combustion engines are. Let's talk about nuclear weapons. How much damage do nuclear weapons do to the planet. Then why isn't the EPA going after nuclear weapons? EPA is a farce.

My car (2015 Roush RS3 ) has had the boost increased , tuned properly has much more power than it came with and runs cleaner than it did from dealer. The idiots in the EPA running this gauntlet has no idea of how this works.

I just got this email from my state Senator today. March 29, 2021 Dear Mr. XXXXXXXXX, Thank you for contacting me concerning S. 2602, the Recognizing the Protection of Motorsports (RPM) Act. I appreciate hearing from you about this piece of legislation. In 2015, the Environmental Protection Agency (EPA) proposed a 629-page regulation, under the auspices of the Clean Air Act, to address the conversion of on-road vehicles for racing purposes. As proposed, the regulation affected all vehicle types, including the sports cars, sedans and hatch-backs commonly converted strictly for use on the track. However, since the Clean Air Act also makes clear that vehicles built or modified for racing, and not used on the streets, are not considered “motor vehicles,” confusion ensued about what the rule meant and what it would impact. While EPA ultimately withdrew this rule and the agency still technically maintains that the practice is unlawful, S. 2602 was written to provide important clarification and protection for American automobile enthusiasts. I agree with you that the ability to modify a car for the purposes of racing is a freedom that Washington bureaucrats should not stifle. Perhaps nowhere is the art of automobile racing better understood and appreciated than in the great state of Indiana. That is why I was proud to co-sponsor the RPM Act. This bill would remove the application of EPA regulations for vehicle’s that are used solely for competition. Unfortunately, this bill failed to become law before the 116th Congress adjourned, and therefore the legislative process must start anew in the 117th Congress. Please know that should any bills similar to S. 2602 be introduced during the 117thCongress, I will keep your comments in mind. As Congress continues to consider how best to conserve our environment, please be assured that I will continue to look for opportunities to express my belief that Americans should be able to modify their vehicles freely. Thank you for contacting me. It is an honor to serve as your U.S. Senator from Indiana. Please keep in touch with me on issues of concern to you. You can also follow me on Twitter or Facebook for real-time updates on my activities in the U.S. Senate. If I ever may be of service, please do not hesitate to contact me. .Sincerely, Mike Braun U.S. Senator

EPA treats vehicles as mobile incinerators. I have been researching test fuels used by EPA and find there is just too much inbreeding. There are former oil industry folks working at EPA to keep EPA from regulating cleaner fuels while there are others who are all about electric vehicles. As EPA gets more accustom to regulating and fining tune shops and equipment manufacturers, the frustration is only going to get worse. I am even surprised how auto manufactures get pushed around by EPA and even threaten as seen when we published an SAE paper in 2014 with Ford and GM.

You are putting words in their mouth. Very much so. I am an attorney and a car enthusiast. I promise everything I say here is true and reflects actual law and regulation. Challenge me in the comments. AMA about car modification legality or the RPM Act. The EPA has not changed any law related to vehicle performance modification in many years. It is and always has been legal to modify your car. It is, and for all of recent history has been, illegal to remove or defeat emission systems on cars. Specifically, this refers to things like O2 sensors, catalytic converters, and diesel particulate filters. It is absolutely legal to do any other kind of mod. Turbochargers, superchargers, coilovers, front mounted intercoolers. Tuning your ECU is fine (as long as you don't trick your computer into hiding emission DTCs). Even engine swaps are 100% legal. The RPM Act is a short piece of proposed legislation that says none of the prohibited acts listed in the Clean Air Act apply to cars that will be used solely as race cars and never on public roads. Those prohibited acts are listed in Section 203(a) of the Clean Air Act (42 U.S.C. 7522(a)). It says: "[It is prohibited] for any person to remove or render inoperative any device or element of design installed on or in a motor vehicle or motor vehicle engine in compliance with regulations under this subchapter prior to its sale and delivery to the ultimate purchaser, or for any person knowingly to remove or render inoperative any such device or element of design after such sale and delivery to the ultimate purchaser." The "devices and elements" described in that subchapter are described in 42 U.S.C. 7522(m): "A) [equipment for] accurately identifying for the vehicle's useful life as established under this section, emission-related systems deterioration or malfunction, including, at a minimum, the catalytic converter and oxygen sensor, which could cause or result in failure of the vehicles to comply with emission standards established under this section, (B) alerting the vehicle's owner or operator to the likely need for emission-related components or systems maintenance or repair, (C) storing and retrieving fault codes specified by the Administrator, and (D) providing access to stored information in a manner specified by the Administrator." There is no reference to any other mods. You can delete, modify, or replace any other part of your car. The only thing the EPA has done recently is impose fines on shops and parts companies that are deleting cats and diesel particulate filters. Magnaflow, Flowmaster, and Weistec all got slapped with fines for selling test pipes to replace catalytic converters. The Diesel Bros shop got fined for deleting its customers diesel particulate filters. In my opinion, the RPM Act's only purpose is to give these companies plausible deniability to replace catalytic converters and diesel particulate filters to customers who will not use their cars to race. TLDR All car mods are legal except for emissions stuff, but you probably already knew that if you've ever tried to have a car pass a state inspection.

I feel like some of these people don’t understand is that. 1# car people and racing contributes to very little emissions and should probably focus on (giving tax money to companies like Tesla or Ford to develop clean alternatives to transport like buses or funding of more train and railroad systems, update and have clean alternatives to semi trucks, mail vans, Garbage trucks, etc 2# trying to strip and get rid of car culture is incredibly messed up because call culture is a universal thing that means a lot to peoples identities and cultures. 3# disrupting the aftermarket could screw with the economy put many people on the streets and make them homeless and ruin lives. The EPA it’s coming from a good place here but I feel like they’re barking up the wrong tree.

I get the rpm act would protect “race cars” but does that include modded street legal vehicles?

so if u run a straight pipe, its illegal...are they assuming the cars that have this would be used as a daily driver? I assume, if you put a distinction between racecar vs street car, then that should be fine?
